Challenge
The available resources for the conception and design of the new service platform "uster.ch" are to be used in a targeted manner thanks to participatory procedures and thus achieve the greatest possible benefit for the population, the economy and the administration. Thanks to eParticipation, various stakeholder groups can be more closely and more broadly involved in the project work without great effort. The city of Uster hopes that this will not only lead to greater acceptance (both internally and externally), but also to an increase in innovative ideas and solutions.
The project is supported within the framework of the innovation promotion of Digital Administration Switzerland and is launched together with the company Konova (e-participation) and the ZHAW. The city of Uster would like to use the "User-Centered Design (UCD)" methodology to involve to involve various stakeholders at an early stage in the design and development of the city's new digital service offering. Not only is e-participation being introduced for the first time, but it is also being tested to see how analog and digital participation methods can be optimally combined.
A start was made with a participatory goal-setting process for the "Renewal of uster.ch" project. Starting in 2023, the implementation of this project will also be accompanied by participation, for example through an open "prototype" or the joint development of an implementation portfolio for new e-services.
Solution
Parties from the public and private sectors are participating in the project, namely egovpartner as an initiator and possible implementation partner, Konova AG, ZHAW Public Performance Management and Digital Transformation, and the company ti&m AG as a consultant and external service provider. The concentrated load of "know-how" not only guarantees a high quality of the participation processes and results, but also makes it possible to optimally combine the analog participation processes with the digital processes.
